Check to see that your device is online and that the browser is signed in to Sync Service. If the device went offline before the changes are made, reconnect it to bring it up to date.

Your bookmarks should be resting safely in each of your browsers with Sync Service installed; it's just that now, syncing activity will or has stopped and Sync Service will alert you. There is no data loss. If you cannot unlock your account, you can do a reset on it. After that, sign back in to Sync Service with your new credentials and Sync Service will automatically resync. While your prior encrypted bookmark data is unrecoverable and lost forever, any one of your devices will restart the sync process with the bookmarks still safely inside it. Basically, you are starting and this initial transfer may take several moments to complete.
